Owing to the prescribed domestic quantity as ascertained
under the principal Ordinance being in many cases exceeded more especial
ly in detached and semi-detached European houses where water is to some
extent used for watering gardens &c. and it being undesirable that such
premises should be entirely cut off from the water supply,
it was thought

better that powers should be taken to continue the supply to such pre-
mises provided the owners and occupiers undertook to pay for the water
by measurement.
Owing to the near completion of the Kowloon Water
Works and it being desirable to restrict the laying on of water to
private tenements except in such cases as the water is to be measured
and paid for by measurement it was thought better that powers should be
taken to prohibit the supply of water to services laid within private
premises outside the City of Victoria except in such cases as the owners
undertake to pay for water by measurement.
1/2 per cent was a clerical error for 1/3 per cent.
As certain premises are exempt from rates and yet require a
water supply it was thought better that such supply should be by measure
-Lent.
The additional powers granted in respect of metering
applied necessitated further powers being taken to fix the price to be
paid for water used for domestic purposes, the powers in the principal
Ordinance being limited to water supplied for non domestic purposes.
